Members of the community can weigh in on the city’s proposed 2009 budget during a public hearing at 8 p.m. Nov. 5 at City Hall.

The City Council is looking at closing all of the city’s smaller parks and eliminating trail maintenance. City officials are also considering eliminating community events, such as Newcastle Days and Concerts in the Park, unless businesses underwrite them.

With declining revenue from new home construction and sales, city officials are looking at a property tax levy lid lift, or a 4 percent utility tax increase.

The levy lid might amount to 30 cents per thousand dollars of home value, costing the owner of a $750,oo home about $225 extra a year. A 4 percent tax on electricity, natural gas and phones would cost the average city resident about $180, based on analysis by the city.
